Snow Emergency Parking
Snow emergencies are indicated by the flashing blue lights on streetlights. Snow emergencies are announced on local radio, SATV, and via the City’s automated telephone message system. During snow emergencies, all vehicles must be removed from Salem roadways.
The following are snow emergency parking locations that may be of assistance during snowstorms:
Museum Place (Downtown) and South Harbor (Waterfront) Garages: The snow emergency rate for both City-operated garages is $5.00 per 24-hour period or any portion of 24 hours.
Snow emergency parking rates at both garages go into effect when the flashing blue lights are activated throughout the city. Please note that any vehicles entering the garages for snow emergencies before the blue lights are activated will be charged the regular hourly rate (75 cents per hour) until the vehicle is removed. Vehicles entering after the snow emergency lights are activated will be charged the snow emergency rate detailed above.
MBTA Parking Garage: Additional parking is also available at the Salem MBTA Parking Garage on a first come basis. Some spaces will be reserved for commuter parking, and thus not available. The MBTA snow parking rate is $5 per 24 hour period once initiated by the MBTA. The City of Salem does not make the determination on parking availability at this garage. (Please note that parking at the City of Salem surface lot adjacent to the MBTA garage is also available during snow emergencies. Parking fees are waived through the duration of the snow emergency.)
Neighborhood Parking Locations
There is no charge to park in the snow emergency off-street parking locations below. Vehicles must be removed when the snow emergency has ended or vehicles will be towed at the owner’s expense.

- Salem State University – O’Keefe Center Parking Lot: A permit is required and can be obtained at the College’s Public Safety Office. Please call 978-542-7096 for further details.

- Saltonstall parking area on Salem Street
- Witchcraft Heights School Lot
Downtown Off-Street Lots
Please note that snow emergency parking is also allowed free-of-charge at the below off-street parking lots. However, standard parking meter/kiosk rates apply once the snow emergency ends.
- Bridge Street (Salem Jail)
- Crombie Street Lot
- Municipal Lot (Klopp Alley)
- Sewall Street Lot
- Salem MBTA Surface Lot
Church Street West and Universal Steel pay-by-plate lots are not snow emergency lots.
Riley Plaza parking is by permit only. Permit fee is $25 per month and can be obtained at the Parking Department Office (depending on availability).
PLEASE NOTE: All vehicles must be removed from the above listed public and school parking lots immediately following the cancellation for the snow emergency (weekends included) or vehicles will be towed at the owner’s expense.
